Financial Assistance
The Ministry of Education provides financial assistance to needy Singapore Citizen students in government, government-aided or independent schools so that all Singaporeans, regardless of their financial background, can benefit from the best opportunities in education.
MOE FINANCIAL ASSISTANCE SCHEME (MOE FAS) and MOE Independent School Bursary (MOE ISB)
Singapore Citizens students can apply for assistance under MOE FAS (For Primary Level) or MOE ISB (For Secondary Level) to receive financial help on school fees and other school expenses. You may use the financial assistance eligibility checker to find out whether your child is eligible for financial assistance.
HOW TO APPLY
Primary Division – MOE FAS

Submit the online application form; or

Download the MOE FAS application form and submit the completed form with relevant documents via email to scgps@moe.edu.sg or hardcopy to our General Office. You may also collect a copy of the application form at our General Office.
Secondary Division – MOE ISB

To apply for MOE ISB, please submit an online application through the FormSG(to login using SingPass). You can also submit your application via Parents Gateway (PG > Services > Financial assistance).
MOE has onboarded the Household Means Eligibility System (HOMES) for the 2026 application cycle, making the process more convenient as most parents will no longer need to submit supporting documents if you only have employment and/or trade income.
SCGS FINANCIAL ASSISTANCE SCHEME
For applicants who do not meet the eligibility for MOE FAS/ISB, SCGS offers our own financial assistance schemes. Please email the school if you need any assistance.
Primary Division: scgsps@moe.edu.sg

NOTE:
Applications may be made throughout the year as exigencies of each family’s financial circumstances demand. However, approved financial assistance will take effect in the month the application is approved and will not be backdated to January. Each approval is valid till the end of the academic year. A fresh application will need to be submitted for each subsequent academic year.
